The Department's Privacy Notice for the Home Upgrade Grant Phase 2 Technical Assistance Facility Bridge Online Portal

This notice sets out how Department for Energy Security and Net Zero will use your personal data, and your rights. It is made under Articles 13 and/or 14 of the UK General Data Protection Regulation (UK GDPR). This notice relates to data collected under the Home Upgrade Grant Phase 2 Technical Assistance Facility Bridge Online Portal (HUG 2 TAF Bridge Online Portal or the Scheme) otherwise referred to as the Home Upgrade Hub website. This is funded by HUG 2 and run by the Department for Energy Security and Net Zero ('The Department').

Local Authority:

Details of the Local Authority involved in the Home Upgrade Grant Phase 2 (HUG 2) as listed below:

  • Contact name for employee responsible for application and delivery
  • Email address for employee responsible for application and delivery
  • Telephone number for employee responsible for application and delivery
  • Application number for HUG 2 funding

Combined Authority:

Details of the Combined Authority involved in the Home Upgrade Grant Phase 2 (HUG 2) as listed below:

  • Contact name for employee responsible for application and delivery
  • Email address for employee responsible for application and delivery
  • Telephone number for employee responsible for application and delivery
  • Application number for HUG 2 funding

Net Zero Hub:

Details of the Net Zero Hub involved in the Home Upgrade Grant Phase 2 (HUG 2) as listed below:

  • Name of Accountable Body for the Net Zero Hub
  • Contact name for employee responsible for application and delivery
  • Email address for employee responsible for application and delivery
  • Telephone number for employee responsible for application and delivery

Purpose

The purpose(s) for which we are processing your personal data is to support the delivery and administration of the Home Upgrade Grant Phase 2 Technical Assistance Facility Bridge Online Portal and the Home Upgrade Grant Phase 2.

Delivery and administration of the Scheme may require linking of your data to other datasets held the Department.

The Department will be:

  1. Supporting the administration of the HUG 2 TAF Bridge,
  2. Producing and further developing the Knowledge Hub and toolkits to be made available to Local Authorities, Combined Authorities and Net Zero Hubs who will apply for Home Upgrade Grant Phase 2, 
  3. Making available an accessible area for members to discuss issues, and insights known as the Learning Community Portal
  4. Supporting an assessment of whether the HUG 2 TAF Bridge has achieved its objectives to provide 1 2 Many services,
  5. Supporting the Department to effectively publish statistical reports relating to the HUG 2 TAF Bridge Online Portal,
  6. Supporting an evaluation of the HUG 2 TAF Bridge and associated home energy policies,
  7. Supporting effect of government-funded fraud and non-compliance under the HUG 2 TAF Bridge, and
  8. Conducting an evaluation of the HUG 2 TAF Bridge.

This may include you being contacted to take part in further research. Where the research involves processing of personal data in addition to that already collected for delivery of the Scheme, you will be given the opportunity to opt-in to that research at the point of contact.

Your data may also be used for statistical, research and fraud prevention purposes.

Legal basis of processing

The legal basis for processing your personal data is:

Public task: Processing is necessary for the performance of a task carried out in the public interest.

The specific public task is the delivery, administration and evaluation of, as well as statistical, research and fraud prevention purposes relating to, the Scheme, a government funded scheme aiming to support the development of a pipeline of high-quality retrofit applications to the HUG 2 scheme. Funding is provided to the Authority to support the delivery of the Scheme objectives. The Authority will collect personal data for user registration details to access the Knowledge Hub and Learning Community Portal from the HUG 2 TAF Bridge Online Portal.

TAF Bridge Provider will support the above objectives to assist Local Authorities, Combined Authorities and Net Zero Hubs with the development of their applications, with the aim of improving the overall quality of the applications received and will support Local Authorities, Combined Authorities and Net Zero Hubs to build their knowledge and address gaps. 

The TAF Bridge Provider will require personal data from Local Authorities, Combined Authorities and Net Zero Hubs (as outlined in the ‘Your Data’ section above) for the Self Assessment and Register your Interest forms, for registration process to access events and for one-to-one technical support.

The external Monitoring and Evaluation Contractor will require your personal details to request your consent in taking part in monitoring and evaluation of the Scheme.

Consent: Your personal data will be used to request your consent for your data to be shared with the external Monitoring and Evaluation Contractor. The external Monitoring and Evaluation Contractor will use this data to contact you for your consent to take part in further research, and/or any further monitoring and evaluation activities.

Use of your personal data to contact you to provide technical support through the TAF Bridge Provider.

Use of your personal data to contact you to take part in the Learning Community Portal through the management of the HUG 2 TAF Bridge Online Portal through the Authority.

Recipients

Your personal data will be shared with:

  • The Authority, Cambridgeshire & Peterborough Combined Authority, who will manage the website development and all the activities within the website, including the registration process for the Knowledge Hub and Learning Community Portal
  • The Department for Energy Security and Net Zero and its contractors for delivery, administration, monitoring and evaluation of the Scheme, statistical, research and fraud prevention purposes
  • The Technical Assistance Facility (TAF) Bridge Provider, Turner & Townsend, to provide technical support during the application window, to improve the quality of applications and to provide technical support
  • Your personal data may also be shared with other Government departments where necessary to do necessary checks to prevent/ensure no fraudulent activity

Your personal data may also be shared with other Government departments, such as DLUHC and LGA, where necessary to communicate the promotion of HUG 2 with its members and to manage the process of grant award.

We may share your data if we are required to do so by law, for example by court order or to prevent fraud or other crime.

Personal data shared with the Department will be stored on our IT infrastructure and will therefore also be shared with our data processors Microsoft and Amazon Web Services.

Retention

Your personal data will be stored securely by the Department until March 2028 following the close of the Scheme. The Department may choose to store anonymised data beyond this period.

Your rights

  • You have the right to request information about how your personal data are processed, and to request a copy of that personal data.
  • You have the right to request that any inaccuracies in your personal data are rectified without delay.
  • You have the right to request that any incomplete personal data are completed, including by means of a supplementary statement.
  • You have the right to request that your personal data are erased if there is no longer a justification for them to be processed.
  • You have the right in certain circumstances (for example, where accuracy is contested) to request that the processing of your personal data is restricted.
  • You have the right to object to the processing of your personal data where it is processed for direct marketing purposes.
  • You have the right to object to the processing of your personal data.

You have the right to request a copy of any personal data you have provided, and for this to be provided in a structured, commonly used and machine-readable format.

International transfers

As personal data shared with the Department will be stored on our IT infrastructure and shared with our data processors Microsoft and Amazon Web Services, your data may be transferred and stored securely outside the UK and European Economic Area. Where that is the case, it will be subject to equivalent legal protection through the use of Model Contract Clauses.

Complaints

If you consider that your personal data has been misused or mishandled, you may make a complaint to the Information Commissioner, who is an independent regulator. The Information Commissioner can be contacted at:
